2. Minutes of Annual General Meeting of Fellows held on 2 May, 2010
There being no amendment, M Cohen moved, seconded C Arnold, that the minutes be accepted as an accurate record. The Dean put the motion which was carried.

3. To receive and consider the report by the Dean on behalf of the affairs of the Faculty
The Dean presented an abbreviated version of the Faculty Annual Report for 2010. The full report for the 2010 year can be found here.

The Faculty of Pain Medicine reached 300 Fellows in early 2011. Since the National Pain Summit and development of the National Pain Strategy early in 2010 advocacy for patients with persistent pain is getting under way, and there have been some moves by State Governments and Health Departments in terms of funding for new services and enquiries about models of care. For trainees and Fellows alike these will bring new opportunities. For these new opportunities while interest in and demand for Pain Medicine grows you will all be challenged to develop and apply leadership skills and innovation in models of care and service delivery. That is a whole art form over an above the science. You will not achieve it in isolation – you will need to collaborate and co-operate across the relevant specialties, as well as geographical and ideological boundaries. For the younger Fellows, I can say that if you look around you will see some of us who have been working in this field for decades, and we still find it interesting and challenging. But better times still are coming, as pain medicine comes of age and into the consciousness of health planners and funders. You will have more and better recognition as professionals, and hopefully more like-minded colleagues to work with. So – be warmed!
I would like to take this opportunity to thank all board members, regional and national committee members, Helen Morris, general manager of the Faculty and her staff, all examiners and Fellows serving on committees for your very significant work for the Faculty and its various functions. Without your work there would be no Faculty. We have also enjoyed for the first time the appointment and hard work of a DPA, Associate Professor Milton Cohen whom I would like to acknowledge for, amongst other things, representing and submitting on our behalf on many fronts, including representing us on the ANZCA CPD Committee.
In addition, for the 2010 year I would like to record our thanks to the scientific program committees for our two very successful scientific meetings - in Christchurch and Newcastle. Although officially the calendar year is the unit of a report such as this, I would also like to make special mention of Dr PP Chen as our scientific program convenor for this meeting, ably assisted and advised by A/Associate Professor Pam Macintyre as our ASM officer. This has been great program, and I ask you to join with me in thanking them.
Some key priorities of the Faculty’s 2010-2012 Strategic Plan are:
- Increase the level of education and training in pain medicine.
- Set high standards for pain medicine practice.
- Build the Faculty and Fellowship numbers.
- Develop and communicate the Faculty’s position on the scope of practice and delivery models for pain management.
- Increase the support for Quality Assurance and Research.
- Increase the profession’s/Faculty’s profile with external stakeholders.
- Support the Primary Care sector in pain management knowledge and resources
Some highlights for the 2010 year include:
- A favourable budget position
- Release of “Acute Pain Medicine: Scientific Evidence, 3rd Edition
- Media exposure raising the profile of Pain Medicine, including for The Global Year Against Acute Pain (GYAAP)
- Input to a growing number of government submissions
- Expanded accreditation of units in Asia: Singapore and 2 in Hong Kong
- A successful pilot “Essential Pain Management Course” in Pacific, with expansion to other underdeveloped countries
- Dialogue and support for developing overseas Faculties of Pain Medicine
- Medical Student Prize pilot
- Stage II of MCNZ process for vocational recognition in New Zealand
- PM1: Principles regarding the use of opioid analgesics in patients with chronic non-cancer pain
- Funding application to BUPA Foundation for modular online pain education program in partnership with RACGP (Update April 2011: $200K grant)
This AGM, like all others to date, occurs at the time of our educational activities in the form of the Refresher Course Day and the Faculty ASM. The Faculty is the peak training and educational body for Pain Medicine, recognized by the Australian Medical Council and Medical Board of Australia. As such we are mandated to engage in CPD – and we have been working at enhancing what is available to Fellows to meet those requirements. We know there is much unmet need in this field. We also know that apart from clinical knowledge and its application there is especially need for innovative types of service configuration and models for care delivery. This especially brings opportunities and openings for new Fellows after training to consider the new positions being created and to show leadership in these challenging times.

4. To receive the balance sheet and income and expenditure account
The Governance Report to December 2010 was circulated at the meeting. A favourable result against budget was noted and there were no questions arising from the report. Fellows were reminded that they could contact the Faculty Dean or general manager if they had any enquiries with regard to this report.

5. To receive the declaration of the poll for election
There being five nominatins for four positions, the board election was conducted on April 7, 2011. There were 120 envelopes returned, 3 invalid and 117 votes counted.

5.1 WA Representation on the Faculty Board
The Dean reported that at the board meeting on 12 May, it was decided to co-opt Professor Stephan Schug to the board to represent Western Australia, which at the present time does not have an elected member. That co-option was based on a recommendation from the FPM WA Regional Committee.

7. Best Free Paper Award
The FPM Dean’s Prize has been developed to promote and encourage research, and is open to trainees of the Faculty and of the five participating professional bodies of the FPM or FPM Fellows within eight years of admission to their original fellowship.
The Best Free Paper Award is open to presenters in the FPM Free Paper session not eligible for the Dean’s Prize.
The Dean announced the prize winners:

8. Other business of which due notice has been given to the Executive Officer in accordance with the Regulations of the Faculty
There being no notice of other business, the Dean opened the floor to questions and feedback from Fellows.
Dr P P Chen and Associate Professor Pam Macintrye were applauded on convening an excellent Refresher Course and CSM Program.
There being no further business, the Dean thanked Fellows for their participation and closed the meeting at 3.20pm.
